Professor Jim Hynes has 30 years of experience working in the public sector, most recently 18 years in executive management roles in the Berkeley City Manager’s Office where he managed three departments (Code Enforcement, Animal Services and Neighborhood Services) and led multi-departmental operational teams focused on complex community problems, (e.g. problem properties, City-UC conflicts, homelessness, etc.) He also served as the City’s liaison to UC Berkeley, and represented the City on the Community Advisory Board of the Lawrence Berkeley National Laboratory collaborating on climate change, urban agriculture, safety and disaster preparedness.
Professor Hynes previously was Principal Investigator on a successful multi-year federal grant to restructure community mental health services through a consensus building process involving key organizational, union and community stakeholders.
Throughout Professor Hynes’ entire career he has focused on the dynamics of organizational behavior per the Four Frames of Reframing Organizations by Bolman and Deal , servant-leadership, and the role of incentives in cultivating leadership at all levels of the organization. All of these constructs intersect in Professor Hynes’ case studies used for this course.
Professor Hynes has a BA from Stony Brook University and a Masters in City Planning and Masters in Public Health from UC Berkeley.
He is an active member of several professional organizations, including the International City Manager’s Association (ICMA) and the Alliance for Innovation. His most recent ICMA article “Smart Cities, Shrewd Thinking” was published in the ICMA PM journal. He recently published two book chapters: 1. “City of Berkeley Cannabis Policy 1979-Present”; and 2. Homelessness in American Cities: city of Berkeley Case Study
