Tuija Catalano is a land use attorney with over 20 years of experience advising real estate developers, property owners, and investors on complex entitlement, permitting, and due diligence matters. A top-10 graduate of Golden Gate University School of Law, she has represented clients before planning commissions and boards across California. Her work spans residential, commercial, and mixed-use projects, with deep expertise in CEQA compliance and historic preservation.

Ms. Catalano also brings international experience from her time in Finland, where she advised institutional investors and served as in-house counsel for a publicly listed real estate company. She currently practices at Reuben, Junius & Rose, LLP and is committed to equitable, community-centered development.
