Jeff Haveson is currently a National Technical Specialist in the CBA Jurisdiction to Tax Business Practice Network within the LB&I division of the Internal Revenue Service. Jeff works with a team of domestic and international national technical specialists, local counsel, ACCI counsel, JITSIC, TPPO, and APMA personnel in providing guidance to field examiners in issue development, formal/informal guidance, case resolution, Appeals conferences, APA submissions, and national training. In 2017/2018 he assisted ACCI and Treasury in drafting Proposed and Final Regulations under Section 59A- BEAT and in 2024 is assisting on drafting regulations under CAMT. He develops and presents national web-based and live training sessions for international and domestic revenue agents. He has co-written numerous Issue Practice Units in the Inbound Taxation area that are used by field examiners in examining taxpayer issues/transactions. He was also a national technical trainer in 2019-2022 in the TCJA provisions of Section 59A, 163(j), 864(c)(8) and 863(b) and has trained over 1,000 IRS revenue agents. Jeff has been a senior adjunct faculty professor in Golden Gate University’s Braden School of Taxation since May 2008. He has taught the following elearning online classes: TA321 Principles of International taxation; TA350C.C1 Income Tax Treaties; TA350A.C1/LSC1 Taxation of Foreign Persons with US Activities; and TA350B.C1/LSC1 Taxation of US Persons with Foreign Activities.
Prior to joining Golden Gate University, Jeff served as a Tax Planning Director for Lucent Technologies Inc.; a Tax Director for Bloomberg L.P. and PWC as a tax consultant working in all areas of international tax planning, tax controversy and tax compliance.
Jeff holds an M.B.A in Taxation/Finance from the New York University Stern School of Business and a B.S. in Economics from the Wharton School of the University of Pennsylvania. Jeff is a licensed CPA in New Jersey.
