Dr. Abigail Modino straddled the fields of academe, government and dispute resolution. She is a seasoned lecturer; Senior public administration specialist with decades of professional experiences in technical and administrative aspects of public service, legislative work; alternative dispute resolution (ADR) advocate; business-government relations and partnerships.
Dr. Modino has been teaching masters, doctorate and undergraduate courses. Among the courses she has taught are Policy Process, Leadership, Organizational Studies, Human Behavior in Organization and Fiscal Policy and Development. She is also handling internship classes at the Golden Gate University Worldwide and Ageno School of Business.
She holds Doctor in Public Administration, Master in Public Administration and Bachelor of Law degrees from the University of the Philippines. She graduated cum laude in BA Political Science. She is a recipient of UPAA of New Jersey and congressional scholarship grants. She is presently pursuing Digital Technology and Security focused Executive Master of Public Administration at the Golden Gate University.
Her published works include academic articles on local governance and taxation, and press releases. The article “Philippine technocracy and politico-administrative realities during the martial law period (1972–1986): decentralization, local governance and autonomy concerns of prescient technocrats” in Philippine Political Science Journal and at Taylor and Francis Routledge received an International Publication award. Her dissertation is on Association of South East Asian Nation. Dr. Modino worked in the Philippine Congress where she has handled legislative technical work at both Senate and the House of Representatives.
As an accredited mediator she lectured on conflict resolution in government agencies and business conferences and handled mediation/conciliation cases. Additionally, Dr. Modino has volunteered and served in nonprofits and pro bono work for the International City/County Management Association Student Chapter, National Center for Mediation, Philippine Overseas and Employment Administration, Pilipino Senior Resource Center and in South of Market Community Action Network.
